In battle, you must select what attacks you will be allowed to use before the battle begins. The number of moves you can use in a battle, and their power, will grow as your pokemon levels up. This is the official guideline as to when certain moves and abilities will be available.
Base Level: Starting Movepool
Pokemon at level one to level four have access to a basic movepool and are allowed only to use two of these moves in a battle. This is based off the Pokemon’s natural level-up moves in the game. The basic movepool guidelines are as follows.
~Only attacks with special attributes under or equal to the base power of 60.
~Multi-hit moves may be used. This includes moves such as Fury Swipes, Triple Kick, Bonemarang, Double Kick, et cetera.
~Set damage moves may be used. This includes moves such as Sonicboom and Dragon Rage. These moves will, instead, be treated like moves with base damage (i.e. Dragon Rage will do approximately the same damage as Twister or Ember).
~Only supporting moves that raise a single stat by one point, not evasion.
~Only status moves that decrease an opponent’s single stat by one point.
~Teleport may be used, though is highly imprecise.
Level 5: Movepool and Move Expansion
Pokemon are now able to use three moves in a battle.
~Attacks with variable power may be used. This includes moves such as Rollout, Gyro Ball, Fury Cutter, Pursuit, Low Kick, Grass Rope, Revenge, Quick Revenge, Night Shade, Seismic Toss, Psy Wave, Spit Up et cetera. Be warned, the stronger the move becomes, the more exhausting it is on the Pokemon.
~Egg Moves may now be used as long as they abide by the level stipulations.
~A pokemon who reaches this level may be taught one TM move. This move must be recorded alongside your pokemon's EXP and level. It will not be able to use the attack, however, until it reaches a level capable of performing the move.
Level 10: Movepool Expansion
Pokemon that reach level 10 will be able to utilize more of their movepool.
~Attacks reaching the base power of 80 may be used.
~Status attacks that cause simple poison may be used.
~Supporting moves that increase evasion may be used.
~Supporting moves that block status changes may be used.
~Status attacks that cause Confusion may be used.
~Ingrain and Aqua Ring may be used.
~Roar and Whirlwind may be used.
Level 15: Move and Movepool Expansion
Pokemon that reach level 15 will be able to utilize more of their movepool.
~Trapping moves may be used (Block, Spider Web, Mean Look)
~Status attacks that cause Burn, Bad Poison, Attraction and Paralysis may be used.
~Tutor moves from past generations may be used as long as they abide by level stipulations.
~Leech Seed may be used.
~A pokemon who reaches this level may be taught one TM move. This move must be recorded alongside your pokemon's EXP and level. It will not be able to use the attack, however, until it reaches a level capable of performing the move.
Level 20: Move and Movepool Expansion
Pokemon that reach level 20 will be able to use four moves in a battle, as well and access more of their movepool.
~Attacks reaching the base power of 100 may be used.
~Status attacks that cause Sleep may be used.
~Stat boosting moves that raise a single stat by two or two stats by one may be used, including Stockpile and Charge.
~Stat reducing moves that decrease an opponent’s stat by two or two stats by one may be used.
