((Ummm, The point is actually for you to use him as a surf board when you move across water- but if you mean to practice the attack form of surf, then okay.))
It gives a surprisingly evil-looking grin, glowing blue before suddenly the water around it rises into the air and forms into a wave briefly before crashing down.
Although, it actually misses. The attack hads a lot of power, and it looks like antilochos needs some practice in controlling all of it indeed.

(Quick note before we go on. The reason why David refers to things as games with Antilochus is that Rock made Antilochus naive to a fault. He made it so Antilochus doesn't want to battle, just play, and is always trusting. Because of that, David has to make Antilochus think that every battle and every training is just a game.)

(I remember reading about the games so I figured it was just a baby pokemon or something, but that makes sense too.)
It frowns a bit, then just as its expression twists into anger it's glowing blue again, a second column if wtaer rising and falling in the same fashion.
This time it hits your shoulder, although the force isn't enough to make you budge too much (A strength of 15 and constitution of 17?! I'm just now noticing how uber your stats are o___o;)
As the water subsides and you prepare to say something again, however, you hear some conversation behind you between a couple guys... the reason why this conversation is interesting is because you catch something about Team Rocket in it. You could try to find out more, or go by your daily life...

(Eh, the stats have done really nothing so far. So Rock and I never really talked about changing them.)
David got interested in the conversation as the words "Team Rocket" entered his ear.
Gotta find out more, but I can't let them know I'm eavesdropping. Hmmm...
"Hey, Antilochus. To help you with your aim, you can move closer to the edge of the water. However, I'm going to take a few steps back then."

He swims closer andyu step back, getting within earshot.
"-in Goldenrod now?"
"Yeah, that's what my brother said. A couple kids are in the radio tower, but he said hat he actually saw Rockets go into the basement below the city, too with the tower director. He trapped in his house though, but he amanaged to send me san e-mail..."
"Do yah think the cops know?"
"I'm not sure. They maybe under attack in Goldenrod too, and the Mahogany ones don't believe me."
"It is hard to believe, but- "
At this point they notice you a little close and move off some distance before continuing the conversation. As you look away at them to watch them go, you suddenly buckle under the weight of a big wave; the source being Antilochus. He hit you, and he hit you pretty d**n well.

"Omph." David managed to say before landing on the ground at an awkward angle.
He got up coughing to get the water out of his throat.
"Good job, Antilochus. *cough cough* You win. I'll give you extra supper tonight. *cough cough*"
So, the Rockets are in Goldenrod. But, do I care? The only reason I fought Brad is because I just happened to be there and it's usually best to listen to anyone who can command a dragonite. My pokemon could use some more exercise, but is it worth it?
He got some cover to change out of his wet underwear and put on his other clothes. Then, David walked over to Antilochus and patted him on the head.
"Hey little guy, I think that there's a long coast line in Goldenrod and we can have a lot of fun surfing there. Wanna go?"

It seems a little uninterested, but eventually the thought of playing on the beach make its eyes glitter and its head nod. Looks like it's off to Goldenrod City!

((Rei)) To your surprise, the wtaer's brimming with blue snake-like dragon pokemon; dratini! You can spot some dragonair further down, but it's difficult to distinguish them from the dratini. There seem to be more pokemon than watre in this lake... 'So it's more of a lake of pokemon than of water.' She thought to herself, swimming upwards for air. Rei looked over to her Lapras, tucking some of her stray hair on her face behind her ear. "Neptune, could you dive down and perphaps use Water Gun on one of Dratini in this lake?" She asks, while keeping herself afloat.

Neptune nods, thrusting her fins and dropping down quickly. It's difficult to see down through the lake, but after a little bit you see a foumnntain of waytter burst from the lake, and with it a dratini. It looks around frightfully, noticing you and trying to fight its way back down, but to no avail.
